We are in a severe recession. I don't see the prez. spending money on this topic.

You are correct; we are in a severe recession and the "prez" will not be spending money on stem cell research. He already has.
It will be primarily up to the NIH to decide on what is or is not spent on stem cell research, but the stimulus package alone includes billions in science and research funding.
The head of the NIH stem cell task force stated that much of the $10 billion that the NIH will receive as part of the stimulus package could be used to expand stem cell research.
This is independent of an adequate enough budget to support expansion.
Of course, most of the funding will probably not go to companies like ACTC, but, whether or not it does, these companies should still benefit. And not just because of funding - the changing tide is not purely funds based.
Nor is a company's success based purely on changing tide, of course.
I don't touch silly, hollow, little catch phrases such as "to the moon," either in claims or responses, and will not comment further on this other than to remind you that moons are not each of equal distance.
