To my knowledge, Ameritrade has a difficult time allowing people to trade these kind of P&D stocks. E*trade works sometimes, but I have had good experience with Scottrade. Only once have I stumbled upon a stock that they wouldn't allow me to trade unless I called it in.
Ameritrade and E*Trade have better Tools/UI though if you ask me, so maybe it's good to have a Scottrade account to do your trades on with stocks like these, but still rely on Ameritrade's tools. They're very handy, especially L2 Quotes is a must-have.
