You explained it perfectly - just what I was trying to draw out. The primary goal of the bill was to lower healthcare costs for the people. Instead, the bill will increase premiums.

Even for those who don't have pre-existing conditions because of the people with the thought process I explained in my post to which Wolf was replying.
