What do the blue status squares mean on HSM

I get that the green status square mean - good status Red - means they've had multiple complaints. What does the blue mean?

I honestly don't know why some show up as blue. Everyone should start out as green, but with a "so and so is on the right path", until a Mod reps them with a positive rep, adding to their status, or doles out a negative rep point which immediately turns their pips red. Unless they are being notched down from a higher green status to a lower green status.

I have noticed on one occasion that I can recall, a blue pip was on someone who has been inactive for a very long time. I don't know if that has any bearing or not.

actually it is not intended as "blue"...but as a light that is "out" or "neutral"...neither green or red light on as an indicator...much better than red...
